  • Spearheaded successful voter approved Measure I Campaign, 1.5% sales tax measure (2024). 
  • Managed expenditure of $3 million bond sewage improvement project (2025). 
  • Stabilized city finances and supervised development of a multi-year financial forecasting model.
  • Implemented sewage rate increase as a result of new Proposition 218 Rate Study.  
  • Supervised amendments to the City's Cannabis Ordinance and the successful recruitment of two Cannabis dispensaries. 
  • Held position as Chief Finance Officer from 2021-2023. 
  • Recruited and appointed new Fire Chief, Finance Director, Community Development & Services Director, City Librarian, and City Clerk. 
  • Temporarily acted as Finance Director, Community Development & Services Director, City Librarian, and City Clerk.

  • City of Marysville 2018-19 Accomplishments
  • Refinanced City debt resulting in an annual savings of $385,000 to the General Fund and $9 million savings over the life of the debt.
  • Increased the City’s Moody’s and S&P bond ratings two years in a row from “BBB3” to “BBB1” and from “BBB+“ to “A/Stable,” respectively.
  • Successfully negotiated new labor contracts with Teamsters, Police and Fire, including changing health insurance plans that resulted in $280,000 per year in savings to the General Fund.
  • Completed Proposition 218 Sewage Rate Study and implemented a rate increase to balance operating budget deficit in the Enterprise Fund.
  • Supervised amending and implementing the City’s Cannabis Ordinance to allow for recreational use, including the opening of two medical/recreational dispensaries and a Cannabis laboratory.
  • Resurrected and successfully delivered on schedule a historically delayed and time sensitive $15 million sewage infrastructure project avoiding additional penalties from the State Water Resources Control Board.

  • Spearheaded a branding effort to name the City's new town center to Las Palmas.
  • Facilitated the development and completion of a new Taco Bell and Arco AM/PM - both ahead of schedule.
  • Coordinated with two subdivision developers to restart stalled housing projects and negotiate new terms, as well as to clarify previously ambiguous terms, of the subdivision agreements.
  • Reduced mid-year budget deficit by $430,000 by negotiating advance payment of subdivision building and impact fees.
  • While facing the threat of a lawsuit from two housing advocacy groups, managed to complete and receive State approval for delayed and contentious Housing Element.
  • Initiated and completed energy improvements to city-owned facilities achieving $15,000 in annual cost savings.

  • Prepared, submitted and won a $443,000 Sacramento Area Council of Governments (SACOG) grant application to start design of a new Franklin Boulevard streetscape (2015).  
  • Introduced strategy and plan to develop a Community & Economic Development Plan for the North Franklin Business District (2013).  
  • Based on historical research, won Board of Director approval to re-brand the "North Franklin District" to "The Historic Monterey trail District" (2016).  
  • Established a 501(c)3 tax exempt Community Development Corporation to facilitate fundraising efforts and implement the Economic Development Plan.

  • Spearheaded and won council approval for first city-wide Participatory Budgeting (PB) process in North America (2012).  
  • Initiated successful application (2013) for Vallejo to become the 2014 Code for America (CfA) Government Fellowship.  
  • Successfully solicited and won Council approval to hire consultant services that led to the City of Vallejo's Comprehensive General Plan (GP) Update (2012).  
  • Initiated resolution and won council approval to complete construction of Hiddenbrooke Park in the City of Vallejo (2011).  
  • Co-chaired the 'Measure A' Campaign to remove Binding Interest Arbitration (BIA) from the Vallejo City Charter (2010).

  • With responsibility for a $26 million budget, launched strategies and executed redevelopment initiatives for North Sacramento and Del Paso Height’s low-income communities.
  • Managed commercial development projects and investment, public outreach, and overall coordination of redevelopment projects. 
  • Forged alliances with real estate developers, community-based organizations, council member’s office, and other public and government agencies. 
  • Served additional internal role as Employee Association President/VP and successfully led labor negotiations of a new four-year contract.
